完善基层卫生服务改革的分析及建议

Abstract
为进一步巩固完善基层卫生运行新机制，从2014年起，国家卫生计生委和财政部联合启动了为期3年的基层卫生综合改革重点联系点项目，覆盖全国17个省(自治区、直辖市)34个县(区)，并成立了8个国家级技术指导组，采取定点联系的方式为项目地区提供技术支持。本研究综合利用全国卫生统计、卫生财务年报、医改监测以及基层卫生综合改革重点联系点监测与调查的数据、34个联系点县(区)调研报告等资料，对基层卫生综合改革所取得的进展、存在的问题进行分析，并就如何巩固完善基层卫生的管理机制提出建议。
