Abstract
自萨勒曼执政以来,沙特外交的积极性和主动性显著增强,外交重心从地区转向地区与全球并重.在外交的总体布局上,沙特在大力拓展周边外交空间的同时,注重发展与国际体系中“关键少数”国家的关系.在外交策略上,沙特在地区层面构建“准联盟”以遏制伊朗,在全球层面开展大国平衡外交以实现利益最大化,加强自身新兴中等强国的角色塑造.在外交手段的运用上,沙特通过“欧佩克+”机制与非欧佩克产油大国深化合作、寻求沙特阿美石油公司上市以及开拓可再生能源合作等手段开展能源外交;以首脑外交为突破口,推进新经济外交;以宗教对话为抓手,不断拓展宗教外交的层次与领域.沙特外交转型本质上服务于国内改革议程和王权安全.
